18 EU Countries Seek Billions from New Defense Fund as Europe Moves to Boost Security Independence

Brussels, Belgium – Eighteen European Union countries have applied for billions of euros from a new EU defense fund as part of a larger effort to strengthen Europe’s security independently from the United States. The applications were submitted in July 2025, signaling a significant step towards boosting the EU’s military and defense capabilities.

The European Defense Fund (EDF), launched by the EU in 2021, is designed to support collaborative defense projects across member states. It encourages countries to invest collectively in research and development of military technologies, weapons systems, and other defense equipment. This initiative comes amid growing concerns over global geopolitical tensions and the need for Europe to take greater responsibility for its own security.

Projects and Goals

The eighteen countries seeking funding are requesting billions of euros to invest in various defense projects. These projects include:

  • Advanced drone technologies
  • Cybersecurity solutions
  • Radar and satellite systems
  • Next-generation vehicle protection

The fund aims to foster innovation and reduce duplication of efforts among member states.

Benefits of the EDF

EU officials highlight that the EDF’s goal is to build a stronger and more integrated European defense industry. By pooling resources, the fund enables:

  1. Smaller countries to develop capabilities they could not achieve alone
  2. Larger countries to benefit from shared technology and joint procurement, leading to cost savings

Strategic Importance

This push for European defense autonomy has been fueled by shifting global alliances and recent challenges to US commitment in the region. The EU wants to ensure it can respond effectively to security threats without relying solely on transatlantic partnerships.

Commissioner for Defence Thierry Breton emphasized in a statement, “Investing in our collective security is investing in Europe’s future. The EDF is a cornerstone of our commitment to build a resilient and independent defense capability.”

Alignment with EU’s Broader Agenda

Increased spending on defense within the EU also aligns with the broader strategic agenda to modernize military forces. The EU hopes to enhance interoperability and joint rapid response among member countries through these investments.

Analysts note that the fund will accelerate innovation in critical technologies and encourage a more unified European approach to defense policy. However, some experts caution that challenges remain, such as coordinating priorities among diverse member states and ensuring efficient use of funds.

The European Parliament and Council are closely monitoring the fund’s progress to ensure transparency and measurable results.
