On May 27, 2025, Issa al H, a 27-year-old national from Syria, was tried in Düsseldorf, Germany, for his alleged fatal knife attack at Solingen’s “Festival of Diversity” in August 2024 that left three dead and ten injured. The incident has brought up renewed discussions on immigration and integration policy in Germany.

The incident and charges

The assault occurred on August 23, 2024, during the celebration of the 650th anniversary of Solingen. Al H. has been charged with three counts of murder, ten counts of attempted murder, and membership in the Islamic State (IS) terrorist organization. During the trial, Al H. admitted the offenses and took responsibility via a statement signed by his lawyer, but did not clarify or state that IS had authorized the attack.

Legal Challenges

Al H. had also previously been directed to return to Bulgaria, as a Dublin transfer, under the Dublin Regulations, which mandate all asylum requests to be considered in the first EU country of arrival, but did not deport him. This dramatizes gaps in the EU’s asylum and deportation process.

The attack led to debate on migration and security, to spread and influenced the German elections held in February 2025. The far-right political party, Christian Democratic Union (CDU), whose leader was the CDU’s Friedrich Merz, won the election on a platform that centered on tighter immigration policies, particularly limiting migration to certain groups of people. Afterwards, Germany started implementing policies to shut its doors to illegal migrants, and raised the number of deportations to nations such as Syria and Afghanistan.

The Solingen incident is reminiscent of the Chemnitz incident in 2018, when refugees murdered Daniel Hillig, triggering far-right demonstrations. Syrian Alaa Sheikhi was convicted of manslaughter and sentenced to 9.5 years in prison in Chemnitz. The Chemnitz incident influenced public sentiment and the political immigration debate.

Impacts

The Solingen attack has implications in several ways:
neuronews

Policy Changes: It led to tougher immigration and deportation legislation.

Public Opinion: It affected public opinion, leading to heightened support for right-wing parties.

Integration: It showed the difficulty of integrating asylum seekers and refugees.

Security: It put security on the agenda and raised challenges related to analyzing and preventing radicalization among migrants.

Issa al H. identifies some of the current challenges of balancing national security and humanitarianness of responsibilities. Subsequent cases like this one will draw on Germany’s immigration policy in regard to integration, deportation, and anti-terrorism policy, as Germany reviews its immigration policies.
